In partnership with the Fund for Public Schools and the Arts Office, Kelley manages the CREATE program: a two-year teacher training program which provides high-quality professional development to early childhood teachers in the arts. For FY26-FY27, 50 schools and over 350 teachers and paraprofessionals will have artist residencies with The New Victory Theater, Studio in a School, Third Street Music School, and the 92nd Y Dance Education Laboratory. Kelley oversees all communications for the program and facilitates the four, yearly professional development sessions for participating teachers.

Kelley previously co-managed the Arts Partnerships Grant Programs: Arts for Early Learners and Arts for Diverse Learners. In FY25, nearly 4.5 million dollars in grant funding went out to over 300 schools. Although Kelley no longer supports the management of this program, Kelley gained valuable experience and insight into these important grants by fielding questions from grant recipients and acting as a liaison between schools and their arts partnership organizations.
